Firjan’s new naval panorama maps Brazil's shipbuilding recovery through 2032

Firjan has released the 7th edition of its Panorama Naval no Rio de Janeiro during Navalshore 2026, mapping the scale of Brazil’s current shipbuilding recovery and the markets expected to sustain activity over the coming years.

Rio de Janeiro remains at the center of this industrial base. According to Firjan, the state concentrates 24 of Brazil’s 49 shipyards, 66,000 of the country’s 181,000 jobs related to naval activities and 82% of the maritime platforms currently operating in Brazil.

One of the main sources of future demand is Petrobras’ Mar Aberto program, which foresees 96 new vessels through 2032 and an estimated R$32 billion in investment in Brazil’s naval industry.

The portfolio includes 40 offshore support vessels, 20 cabotage ships, 18 barges and 18 pushboats. In parallel, operators’ offshore portfolios include around 20 platforms planned for the coming years, with some projects already generating contracts for Brazilian industry and others still under tender.

The opportunity extends beyond newbuilds. Brazil currently has around 170 offshore production units installed, 77 of them in operation, as well as approximately 475 offshore support vessels — supporting an established market for repair, maintenance and lifecycle services.

Firjan also identifies decommissioning, vessel dismantling and the offshore wind supply chain as potential new sources of demand capable of diversifying shipyard revenues and reducing dependence on newbuilding cycles.

The numbers reinforce the scale of the opportunity now facing Brazil’s naval industry. The next challenge is turning this pipeline into sustained activity across shipyards, suppliers and the domestic industrial chain.
